A Dina pass is a free De Lijn network pass that is awarded in exchange for turning in a private car. You can obtain a Dina pass
either after deleting a private car from the DIV (Vehicle Registration Department) database
or after transferring a private car to a person that is not part of the owner's family. Transferring a car to a person domiciled at the same address as the (previous) owner does not entitle one to a Dina pass.
The free pass is awarded for a period of one year. Afterwards Dina pass holders are offered the opportunity to extend the pass for one year with a 50% discount off the regular price, upon condition that the Dina terms and conditions for awarding and using the pass were respected for the duration of the free pass. Only family members to whom a free Dina pass was awarded qualify for this extension.
1. The turned in number plate must be registered to a natural person that is domiciled in Belgium, and the vehicle must have been used within the same family at least six months before the number plate was turned in. The vehicle must be one of the following:
VP (private car)
AC (station wagon)
AD (coupé)
AE (convertible)
CT (van)
AA (sedan)
AB (hatchback)
TR (lorry)
OM (minibus)
AF/FA (multi-purpose vehicle)
SW (double use car)
You annot obtain a Dina pass for turning in other types of vehicles like motorcycles (type M2/L3) or mobile homes (type VC/SA). You cannot obtain a Dina pass for turning in a company car or leased car.
2. No private cars of the abovementioned types can be registered to a family member, six months prior to turning in the vehicle for which you are requesting the Dina pass, unless another number plate is turned in within the same family. This number plate must be turned in at the earliest six months before and at the latest two weeks after the new registration. Only number plates that were used on an abovementioned type of vehicle qualify. Turning in a company car or leased car does not qualify.
3. Your request must be submitted no later than 6 months after turning in the vehicle.
A Dina pass can only be requested for the owner of the turned in number plate or for people that are domiciled as family members at the address of the owner of the turned in number plate.
Relatives who are not domiciled as a family member of the owner of the turned in number plate do not qualify for a Dina pass. This is also true for children in joint custody.
People not related to the owner of the turned in number plate but who are domiciled as family members qualify.
One person (either the owner or a family member of the owner) receives a free Dina pass per turned in number plate.
If the family's last or only private car is deleted from the DIV database then all the owner's family members can acquire a Dina pass. In that case, no family member can have a car at their disposal - not even a company car or leased car.
To obtain a Dina pass you need to complete a request form. You can obtain the request form as follows:
by downloading the request form for a Dina pass
by asking De Lijn for the form on the number 070 220 200
by asking for the form at the Subscription Service in your province
by collecting the form from a Lijnwinkel in your neighbourhood
The request can only be processed if the form is completed correctly and completely, and signed by the owner of the turned in number plate. Your request must be submitted no later than 6 months after turning in the vehicle.
You can submit a request by mail (De Lijn – Dina, Motstraat 20, 2800 Mechelen) or by fax (070 217 867). You can also submit the request by e-mail (dina@delijn.be), but in that case you must scan the signed form.

Yes. Attach a copy of the death certificate to the request form. The death certificate must prove that the deceased owner was domiciled at the same address as the person (or persons) who are requesting the Dina pass.
A Dina pass always starts on the first day of a month. If we receive your request before the tenth day of month X then the pass will start on the first day of the following month (X+1). If we receive your request later in the month then the pass will only start the first day of month X+2.
Here is an example:
if De Lijn receives your request on April 10 then the Dina pass is awarded as of May 1
if De Lijn receives your request on April 11 then the Dina pass is awarded as of June 1
A Dina pass cannot be issued in retroaction. The starting date of the Dina pass cannot be altered once the pass is issued. The Dina pass can only be extended consecutively, even if you only pay for it after the free pass has expired.
If you have not received your Dina pass three workdays before the foreseen starting date, please contact the Dina department by phoning 015 408 925. This department is open every workday from 9 to 12 noon and from 2 to 4 p.m. (not on Friday mornings).
If you are a paying subscriber to De Lijn and you have (the right to) a Dina pass then your season ticket will be reimbursed proportionately to the number of expired days.
For example, if you have a one-year Omnipas that is valid for another 90 days then you will be reimbursed €47.03: €211 / 365 x 90 (minus €10 administrative fees).
To receive a reimbursement, send your Buzzy Pazz or Omnipas to the Subscription Service in your province. Clearly mention that you are turning in your Buzzy Pazz or Omnipas because you have received a free Dina pass. Do not forget to mention the bank account number where the money should be paid.
Approximately one month before your free Dina pass expires, De Lijn will send you a remittance proposal. If you have not received this 20 days before your free Dina pass expires, please contact De Lijn.
Pay the remittance no later than 10 days before your free Dina pass expires.
De Lijn will send you a new Dina pass and the starting date will commence the day after the old Dina pass expired.
If you have not received your Dina pass three workdays before the foreseen starting date, please phone the De Lijn's subscription service.
If the conditions for awarding the Dina pass were respected throughout the period of validity then you will receive a one-time 50% discount off the purchase price. If this is not the case, we will send a bill for the full amount.
We only award the 50% discount if you purchase an annual pass that commences the day after the (free) pass expires.
The discount is only valid for the renewal of an awarded Dina passes. The discount is not transferable to family members or other people.
If a private car is registered within your family before your free Dina pass has expired and the car is one of these types:
VP (private car)
AC (station wagon)
AD (coupé)
AE (convertible)
CT (van)
AA (sedan)
AB (hatchback)
TR (lorry)
OM (minibus)
AF/FA (multi-purpose vehicle)
SW (double use car)
then all the Dina subscriptions must be turned in. If the bearer of a free Dina pass leaves the family of the owner of the turned in number plate then he/she must turn in the Dina pass immediately.
If someone in your family has access to a company car or leased car before your free Dina pass has expired then one Dina pass can be retained (for a family member of your choice), but the remaining Dina passes must be turned in.

Dina passes that were extended – with a remittance - are no longer subject to these terms and conditions and do not need to be turned in under any condition.
A free Dina pass can only be transferred in the following situations:
the Dina pass holder is deceased
the Dina pass holder is no longer domiciled at the address of the former car owner
the transfer is requested within one month of requesting the Dina pass
the Dina pass holder has received another free season ticket from De Lijn
The new Dina pass holder must be domiciled as a family member at the address of the owner of the turned in number plate.
A Dina pass that was extended – with a remittance - cannot be transferred or reimbursed. Only family members to whom a free Dina pass was awarded qualify for this extension.
The free Dina pass cannot be transferred under any condition six weeks or less before its expiration date.
If your family still does not have access to a private car then every family member has the right to a Dina pass, including the new family member. Please contact De Lijn's Dina Department. After checking the address of the newly domiciled person, the additional pass will be sent by mail.
If the new family member owns a private car that was registered 6 months prior to turning in the number plate for which a Dina pass was requested then you retain the right to one Dina pass (for the family member of your choice).
If the additional private car was registered 6 months or less prior to turning in the number plate for which a Dina pass was obtained then all the Dina passes must be turned in.
If this person is not the owner of the turned in number plate then he/she must turn in the free Dina pass immediately. After moving out, this person is no longer part of the family of the owner of the turned in number plate.
If the ex-family member is the owner then the right to a Dina pass moves to his or her new address and the previous family members must turn in their Dina passes.
Dina passes that were extended – with a remittance - do not need to be turned in under any condition.
You can request a duplicate. A duplicate costs €10 regardless of the number of duplicates that you requested in the past.
Send a written statement of loss or theft to the Subscription Service in your province. The Subscription Service will send you a bank transfer form for a duplicate by mail. After payment is received your duplicate will be sent by mail.
You can also receive a duplicate immediately from a Lijnwinkel in your neighbourhood by turning in your written statement there.
In the event of damage, the Dina pass is replaced for free, upon condition that the personal details are still legible on the pass.
If there are incorrect details (e.g. name, date of birth, etc.) on the pass that you received then you must contact the Dina Department on the number 015 408 925. This department is open every workday from 9 to 12 noon and from 2 to 4 p.m. (not on Friday afternoon). You will receive a new pass.
