Making the bus or tram cheaper for travellers can be done through a third-party payer scheme, in which the local government foots all or part of the bill as a third party. This can often be done at very favourable rates, allowing everyone to make the most of this cost-effective scheme.

Five types of third-party payer scheme

There are five types of third-party payer scheme. Which one is best for your municipality depends on the target group you want to reach and the available budget. Do you primarily want to support commuters? Do you want to inform school-age young people about sustainable alternatives? Would you like to inform new residents about the possibilities of De Lijn? Or do you want to offer everyone an alternative to the car, in order to protect the environment? You can select the most suitable scheme on the basis of these choices.

Scheme 1: Percentage contribution for travel passes

With this scheme you pay a certain percentage of the total cost of the network travel pass.
For a particular duration. There are travel passes for 1 month, 3 months and 12 months.
For a particular type: Buzzy Pazz (for young people under 25 years) or Omnipas (for 25- to 65-year-olds).
For particular target groups. For example, you can offer this discount rate only to students in the first two years of secondary school or members of a particular non-profit organisation.
The contribution to the regular travel pass price must be between 10% and 100%.

Scheme 2: Contributions for 10-journey Tickets

Give your residents the chance to travel inexpensively within your municipality with De Lijn. Offer them a multi-journey card. The environment will thank you for it!

You can use the De Lijn advance sales network (newsagents, local shops, supermarkets, etc.) for the sale of these cheaper cards. You can also decide to distribute the card through your own channel.
Extra possibility: As a third-party payer you can also buy tickets in bulk. You will be charged the advance sale rate. You can hand out these multi-journey cards to the residents of the municipality, for example.

Scheme 3: Contributions for tickets

Offer residents within your municipality the benefit of a reduced-rate ticket. You have two options: a free ticket or a cheaper return ticket.

Intended among other things for events such as market days or shopping Sundays.

Scheme 4: Free network travel pass for certain age groups

Select an age group to benefit from a scheme under which free network travel passes are provided (Buzzy Pazz, Omnipas).
For local authorities only.
As a third-party payer, you have the option to offer a free network travel pass to a particular age group.
The travel passes are delivered in bulk to your municipality on the basis of the data provided by you.

Scheme 5: New residents

Treat new residents of your municipality to a 10-journey ticket. They can then explore your municipality for free. As a third-party payer, you will only pay half the price of this ticket
De Lijn will give you an information pack for your new residents in which a 10-journey ticket is included.
As a municipality you can make suggestions on how to add to this information pack.
You can give this pack free of charge to every new resident.
